Reports and Publications 2011 African Perspectives on Security Sector Reform
Description:

On 12 October 2011, the Security Council, under the Presidency of Nigeria, hosted a Ministerial–level debate on security sector reform (SSR) entitled "Maintenance of international peace and security".


The debate, which saw the participation of a large number of Member States, offered broad support to the UN principles and approach to SSR, suggested some ways in which they could be further strengthened, and highlighted the growing gap between the demand for SSR support and available resources. The Presidential Statement commended the efforts of the SSR Unit and of the Inter–Agency SSR Task Force, which is co–chaired by DPKO and the UN Development Programme (UNDP), in developing a comprehensive UN approach to SSR, and called for further strengthening the existing framework. The Security Council made several key observations on the topic of moving forward the SSR agenda.

Firstly, the Security Council noted that while the bulk of the international community´s assistance on SSR is directed to countries in Africa, a number of the countries in the continent are also becoming important providers of such assistance. As such, the Council concluded that there is a need to expand the consideration given to African perspectives on SSR. In addition, the Council recognized that national ownership must be based on a national consensus and driven by political leadership to facilitate coordination on establishing a strategic vision and parameters for SSR support, as well as prioritizing areas for support. The Council also encouraged reforming states to strive to allocate national resources to SSR efforts.

Finally, the Security Council noted the links between SSR and conflict prevention and socio–economic development, and underlined that reform efforts should be situated "within the broader and more comprehensive spectrum of peacebuildling". In this regard, the Council also highlighted the importance of regional frameworks as a foundation for multilateral SSR efforts. The Council particularly welcomed the partnership between the UN and the African Union in developing a continental SSR policy framework.

General 2011 Security sector reform in Liberia
Description: The report entitled ‘Security sector reform in Liberia: a case of the Liberian national police and its capacity to respond to internal threat’ critically examines the nature of and the gaps in the ongoing police reform. The authors provide concrete recommendations to address Liberia’s internal security threats as UN forces are scheduled to leave the country after the Presidential elections in late autumn 2011.

General 2011 Violence Instead of Vigilance
Description: The 59–page report documents the unit’s illegal methods of investigation and serious violations of the rights of the people it arrests and detains. The unit has a history of violent and unlawful operations since it was formed by President Yoweri Museveni in 2002 as Operation Wembley, an ad–hoc security entity commanded by an active member of the Ugandan military. Later, the unit became the Violent Crime Crack Unit and was formally taken under police command. In 2007, it was renamed the Rapid Response Unit

General 2011 The Policy Process; Global Policy Brief 3
Description: The International Working Group on National Security (IWGNS) was
formed in 2009 to promote the intellectual development and systematic
study of national security policy formulation and the broader
implications for a range of related policy instruments. Members of the
Working Group bring with them a background in both strategic planning
and the facilitation of national security and development processes. The
Group responds to requests to facilitate national security planning
processes for both bilateral and multilateral partners, and contributes to
the national security training and education programmes of all member
institutions. The Global Policy Brief Series is meant to provide analyses
and useful methodologies on challenges related to national security
planning in order to support policy development and education.
