Workshop reports 2011 SARPCCO CODE OF CONDUCT WORKSHOP

General 2011 Article 5 Initiative
Description: Article 5 of the Universal Declaration of Human Rights and Article 5 of the African Charter on Human and People’s Rights (hereafter, the African Charter) guarantees the right of all people to be free from torture and other cruel, inhuman and degrading treatment (hereafter, other ill treatment). This initiative draws its name from these two articles. The Article 5 Initiative for Africa is a collaboration of four organisations working for the prevention and eradication of torture in Africa through the development of practice–aimed resources.

The Article 5 Initiative is a partnership between the University of Cape Town (Gender, Health and Justice Research Unit), the University of the Western Cape (Community Law Centre), the University of Bristol (Human Rights Implementation Centre) and the African Policing Civil Oversight Forum (APCOF). The Article 5 Initiative is supported by the European Union (EU) through the European Instrument for the Development of Human Rights (EIDHR). The Initiative aims to support African institutions to improve domestic compliance with international law obligations, norms and procedures under the United Nations Convention against Torture (UNCAT) and the African Commission on Human and People’s Rights (ACHPR). The Article 5 Initiative focuses on six post–conflict African countries, namely Burundi, Kenya, Mozambique, Rwanda, South Africa and Uganda.

Workshop reports 2011 Summary Report Symposium on Policing and Violence Prevention
Description: The symposium on Policing and Violence Prevention brought together police practitioners and researchers from around the world, including from 20 African nations, to explore innovative ways to better contain and prevent violence. The symposium coincided with the World Health Organisation’s 5th Milestones Global Campaign for Violence Prevention and provided an opportunity for the first time to involve an expanded police participation in the Global Campaign.

Workshop reports 2011 Developing a Use of Force Policy for the SAPS
Description: This report gives a summary of the presentations and discussions held on 21 and 22 July 2011 at a workshop on ‘Developing a use of force policy for the SAPS’. The workshop was held at the Emoyeni Conference Centre in Parktown, Johannesburg and was hosted jointly by the Centre for the Study of Violence and Reconciliation (CSVR), the African Policing Civilian Oversight Forum (APCOF) and the Institute for Security Studies (ISS). The workshop was facilitated by Nomfundo Mogapi of CSVR, Gareth Newham of the ISS and Sean Tait of APCOF.
